Clarifying Amendments to Official Staff Commentary

Withdrawal of Outdated Interagency Policy Statements

To All Depository Institutions, and Others Concerned, in the Second Federal Reserve District:

Regulation B Official Staff Commentary

The following statement was issued by the Board of Governors of the Federal Reserve System:

  • The Federal Reserve Board has issued revisions to its official staff commentary to Regulation B, Equal Credit Opportunity. The revisions provide guidance on issues the Board has been asked to clarify, including credit scoring and spousal signature rules.

    Compliance becomes mandatory October 31, 1996.

The text of the revisions to the Commentary, as published in the Federal Register of September 30 is available. Questions on this matter may be directed to Janice A. Oser, Supervising Examiner, Compliance Examinations Department.

Withdrawn Interagency Policy Statements

Printed on the following pages are notices issued by the federal regulatory agencies withdrawing the following policy statements:

(a) The "Interagency policy statement regarding advertising of Negotiable Order of Withdrawal (NOW) Accounts" has been withdrawn on the ground that it is obsolete. The withdrawal notice as published in the Federal Register of August 2 is available.

(b) The "Delayed Availability of Funds" joint statement has been withdrawn on the ground that it is superfluous. The withdrawal notice as published in the Federal Register of August 23 is available.
