New Regulation G - Disclosure and Reporting of CRA-Related Agreements

Effective April 1. 2001

To All State Member Banks, Bank Holding Companies, and Others Concerned in the Second Federal Reserve District:

The federal bank regulatory agencies have approved final regulations to implement Section 711 of the Gramm-Leach-Bliley Act. Section 711 establishes annual reporting and public disclosure requirements for certain written agreements between insured depository institutions or their affiliates and nongovernmental entities or persons made pursuant to, or in connection with, the fulfillment of the Community Reinvestment Act of 1977 (CRA).

The agencies' announcement was made in a joint press release dated December 21, 2000. The final regulations (pdf - 448kb) have been published in Part II of the Federal Register of January 10, 2001. The joint regulations, which are identical in all substantive respects, are effective April 1, 2001. The Federal Reserve Board's Regulation G (12 CFR Part 207) begins on page 2092 of the Federal Register.

The regulations were proposed in our Circular No. 11250, dated June 6, 2000.
