NEW YORK FED NAMES ONE SENIOR VP AND 11 VPs

NEW YORK – The Federal Reserve Bank of New York announced that its board of directors has approved the promotion of one senior vice president and 11 vice presidents.

Brian L. Peters has been promoted to senior vice president in the bank supervision group, responsible for financial examinations.

He had been vice president in bank supervision since January 1998, and assistant vice president since December 1996.

Mr. Peters joined the bank in May 1990 as a bank examiner and in July 1995 he was appointed an examining officer assigned to advisory and technical services.

He holds a B.A. degree from Bucknell University and an M.B.A. degree from the Stern School of Business at New York University.

David H. Friedman has been promoted to vice president responsible for the group support services function, financial services group. He also will serve as senior administrative officer for the group.

Since Mr. Friedman joined the bank in December 1967, he has worked in the public information, bank relations, and planning and control functions.

In December 1996 Mr. Friedman was appointed an officer of the bank in the internal communications and multimedia services function. In March 1998, he was promoted to assistant vice president assigned to the financial services group.

Mr. Friedman holds a B.A. degree and an M.A. degree from Brooklyn College.

Martin C. Grant has been promoted to vice president in the legal group. He had been assistant vice president and counsel in the same area since April 1997.

He joined the bank’s legal group in September 1990 and in December 1993 he was appointed an officer of the bank.

Mr. Grant holds an A.B. degree from Princeton University and a J.D. degree from Harvard Law School. He is a member of the New York State Bar.

Lauren A. Hargraves has been promoted to vice president in the domestic money markets staff, markets group. She had been assistant vice president in the same area since December 1998.

Ms. Hargraves joined the bank in September 1985 as a research assistant in the developing economies division. Ms. Hargraves was appointed officer of the bank assigned to the international finance department in July 1994.

Ms. Hargraves holds a B.S. degree from Trinity College and an M.B.A. degree from Columbia University.

Stephanie A. Heller has been promoted to counsel and vice president in the legal group. She had been assistant vice president since December 1996.

Ms. Heller joined the bank’s legal group in September 1991. In June 1994 she was named to the additional post of deputy to the ethics officer. In September 1995 Ms. Heller was appointed officer of the bank.

Ms. Heller holds a B.S. degree from Stanford University and a J.D. degree from New York University School of Law. She is member of both the New York State and District of Columbia Bar Associations.

James R. Hennessy has been promoted to vice president. He had been assistant vice president and secretary of the bank since July 1998. He had been the special assistant to the executive office since April 1998.

Mr. Hennessy joined the bank in September 1992 as a law clerk in the legal group. In June 1997, Mr. Hennessy was promoted to counsel and appointed an officer of the bank.

Mr. Hennessy holds a B.A. degree from St. John's College, an M.S. degree from Columbia University School of Urban Planning and a J.D. degree from Columbia University School of Law.

Hildon G. James has been promoted to vice president. He had been assistant vice president in the internal communications and multimedia services group since February 1998.

After joining the bank in 1972, he worked in the collection, currency, and cash services department, the foreign relations department and the fiscal services department. In January 1989 Mr. James was appointed an officer of the bank assigned to the central bank services function.

Mr. James holds a B.A. degree from Dillard University and is also a graduate of Stonier Graduate School of Banking of the American Bankers Association.

Michael Nelson has been promoted to counsel and vice president in the legal group.

He joined the bank’s legal group in August 1989 and in December 1993 he was appointed counsel and made an officer of the bank. Mr. Nelson resigned from the bank in July 1995 to accept a position as vice president and senior counsel at Merrill Lynch. He rejoined the bank in May 1997 as assistant vice president and counsel.

Mr. Nelson holds an A.B. degree from Harvard University and a J.D. degree fron New York University School of Law. He is a member of both the California and New York State Bar Associations.

Jonathan I. Polk has been promoted to vice president. He had been counsel and assistant vice president in the legal group since December 1996.

He joined the bank’s legal group in September 1986. Mr. Polk resigned from the bank in July 1989 to accept a position with the law firm of Miller & Wrubell, P.C. He rejoined the bank in February 1992 as part of the regulatory enforcement staff of the legal group. In December 1993 Mr. Polk was appointed counsel and made an officer of the bank.

Mr. Polk holds a B.A. degree from Hobart College and a J.D. degree from Cornell Law School. He is a member of the New York State Bar.

Donald J. Rohrbach has been promoted to vice president. He had been assistant vice president with responsibility for the building services function since February 1998.

Mr. Rohrbach joined the bank in March 1982 in the auditing department. He has held positions in personnel, staff relations and the administrative support services departments. In December 1993, Mr. Rohrbach was appointed an officer of the bank in the administrative support services department.

He holds a B.A. degree from Iona College.

Michael F. Silva has been promoted to counsel and vice president in the legal group.

Mr. Silva joined the bank’s legal group in August 1992 and in September 1995 he was appointed counsel and made an officer of the bank. In December 1995 Mr. Silva was named assistant secretary of the bank while maintaining his responsibilities in the legal group. In December 1996, Mr. Silva was promoted to assistant vice president.

He holds a B.A. degree from the United States Naval Academy and a J.D. from Columbia Law School. He is a member of both the New York and New Jersey State Bar Associations.

Peter Smejkal has been promoted to vice president. He had been assistant vice president in the cash and check systems department since December 1996.

He joined the bank in September 1979 as a programmer analyst in the systems development function and was appointed an officer of the bank in July 1992. In February 1996 his title was changed to automation officer.

Mr. Smejkal holds an M.S. degree from the Czech Technical University, where he also completed his Ph.D. coursework.
