NEW YORK--The Federal Reserve Bank of New York Wednesday approved the application by Chinatrust Commercial Bank, Ltd., Taipei, Taiwan, Republic of China, to become a bank holding company with respect to Chinatrust Bank (U.S.A.), Torrance, California, through the acquisition by merger of China Trust Holdings, N.V., Curacao, Netherlands Antilles.
