WEEKLY BULLETIN OF APPLICATIONS RECEIVED AND ACTIONS TAKEN

This Bulletin identifies applications and notifications pending as of the above date in the Second Federal Reserve District for formation of bank holding companies; applications for mergers of bank holding companies; for bank holding companies to acquire additional banks; applications for mergers of banks where the resulting institution is a state member bank, and for state member banks to establish branches and applications for foreign banking organizations to establish branches, agencies, and representative offices. The Bulletin also identifies applications by bank holding companies to acquire existing nonbanking companies and to engage in activities that have not been determined previously by the Board to be closely related to banking. Notice of certain of these applications and notifications is published in a newspaper of general circulation in the communities where the head offices of the institutions involved are located. In addition, notice of most bank holding company applications and notifications is published in the Federal Register. This Bulletin is published weekly as a courtesy of the Federal Reserve and does not constitute legal notice of these applications and notifications.

This Bulletin also provides notice of the public availability of Community Reinvestment Act evaluations of State member banks. Interested individuals are encouraged to contact the banks directly at the addresses provided in Section V.

In connection with the assessment of each insured depository institution's CRA performance, a rating is assigned from the
following group:

  • Outstanding record of meeting community credit needs.

    An institution in this group has an outstanding record of, and is a leader in, ascertaining and helping to meet the credit needs of its entire delineated community, including low- and moderate-income neighborhoods, in a manner consistent with its resources and capabilities.

  • Satisfactory record of meeting community credit needs.

    An institution in this group has a satisfactory record of ascertaining and helping to meet the credit needs of its entire delineated community, including low- and moderate-income neighborhoods, in a manner consistent with its resources and capabilities.
  • Needs to improve record of meeting community credit needs.

    An institution in this group needs to improve its overall record of ascertaining and helping to meet the credit needs of its entire delineated community, including low- and moderate-income neighborhoods, in a manner consistent with its resources and capabilities.

  • Substantial noncompliance in meeting community credit needs.

    An institution in this group has a substantially deficient record of ascertaining and helping to meet
    the credit needs of its entire delineated community, a manner consistent with its resources and capabilities. including low- and moderate-income neighborhoods, in

Members of the public may comment on an application; or a notification; however, comments must be received by the Federal Reserve on or before the last day of the comment period. The comment period ends no earlier than the date specified in the newspaper notice and, in the case of bank holding company applications for which a Federal Register notice is published, may end later than that date. Comments may be submitted either in writing (hard copy) to Ms. Lily Tham, Bank Supervision Officer, Bank Applications and Analysis Department, 33 Liberty Street, New York, NY 10045-0001 or electronically via the following e-mail address: comments.applications@ny.frb.org

All comments submitted electronically are scanned for viruses and may be intercepted by the Federal Reserve Bank of New York’s commercial scanning agent. Comments submitted electronically will be considered received when they are received by the FRBNY’s computer servers. If, however, comments submitted electronically contain computer viruses or are otherwise inaccessible for any reason, the comments will not be considered received.

Comments received either in writing (hard copy) or electronically on business days by 5:00 p.m. Eastern time will be considered received for processing on the same day. Comments received on non-business days, or received on business days after 5:00 p.m. Eastern time, will not be considered received for processing until the next business day. If you cannot submit your comments by the end of the time period specified, you may request an extension of time by contacting the Secretary of the Federal Reserve Board, Washington, D.C. 20551 in writing or by telephone ((202) 452 3257). Your request for an extension of time must be made no later than the last day of the comment period and should explain why you are unable to submit your comments on time. In addition to submitting written or electronic materials, you may request that a public meeting or hearing, or both, be held on an application or a notification. You should indicate the matters that you intend to discuss at a proceeding and explain why you could not provide these comments electronically or in writing. The Federal Reserve may request that you attend a private meeting or provide additional information prior to making a determination on your request for a public meeting or hearing. For further information on the Board's policy concerning the holding of public meetings, please see the Board's Policy Statement for the Handling of Protested Applications found at 12 CFR 262.25(C) and (D).
