Asset Freeze and Trade Embargo vs. the Taliban in Afghanistan

To All Depository Institutions and Others Concerned in the Second Federal Reserve District:

The following is from a bulletin that the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury has sent to on-line depository institutions regarding the issuance of an Executive Order to freeze the assets and impose a trade embargo against the Taliban in Afghanistan:

FOR IMMEDIATE ATTENTION - A BULLETIN FROM THE OFFICE OF FOREIGN ASSETS CONTROL

A NEW EXECUTIVE ORDER HAS BEEN ISSUED IMPOSING AN ASSET FREEZE AND TRADE EMBARGO AGAINST THE TALIBAN IN AFGHANISTAN EFFECTIVE 12:01 A.M. EASTERN DAYLIGHT TIME ON JULY 6, 1999. ALL PROPERTY OR INTERESTS IN PROPERTY OF THE TALIBAN OR OF PERSONS DESIGNATED AS OWNED OR CONTROLLED OR ACTING ON BEHALF OF THE TALIBAN ARE BLOCKED. IMPORTS AND EXPORTS OF GOODS AND SERVICES TO THE TALIBAN OR TO AREAS OF AFGHANISTAN CONTROLLED BY THE TALIBAN ARE PROHIBITED. THE TEXT OF THE EXECUTIVE ORDER IS AVAILABLE ON OFAC's WEB SITE .
