Check Delays Resulting From Emergency Weather Conditions in the Buffalo Area
February 5, 2002
Circular No. 11420

To All Depository Institutions and Others Concerned in the Second Federal Reserve District:

Due to a state of emergency declared in the Buffalo, NY, area resulting from ice storms, there were delays in the presentment of cash items, the return of unpaid items, and the forwarding of advices of nonpayment on Friday, February 1, 2002. These items were drawn on institutions with routing numbers in the 0220 and 2220 ranges.

Authorities declared the state of emergency on Friday after the Reserve Bank had passed credits for city work but before we were able to deliver the checks. As a result, we will be issuing as-of adjustments within the next few days to adjust the available date of these entries, since we were unable to deliver the checks on that day.

The emergency affected Friday's Buffalo City deliveries only, and normal conditions have returned.
