Proposal for a New Basel Capital Accord

In June 2004, the new capital adequacy framework known as Basel II was endorsed by central bank governors and the heads of bank supervisory authorities in the Group of Ten countries. The framework outlines risk-sensitive minimum capital requirements for banking organizations and the review of such assessments by supervisors. It also aims to improve transparency in banks’ financial reporting.

Domestic Implementation

On August 4, 2003 the U.S. Supervisory Agencies released an advance notice of proposal rule making and draft supervisory guidance. Additional draft guidance was released in October 2004. This was followed by a fourth Quantitative Impact Study and a related Loss Data Collection Exercise in preparation for the U.S. implementation of Basel II.

Outreach Efforts

The U.S. Supervisory Agencies have conducted multiple outreach meetings with banks to discuss implementation of Basel II. The aim of the outreach efforts is to discuss application of Basel II, as well as the qualifying criteria banks must satisfy to use the advanced approaches to credit and operational risk.
