New York Fed to Release Study on Urban Broadband Affordability

NEW YORK — The Federal Reserve Bank of New York will release “Broadband Affordability: Assessing the Cost of Broadband for Low-and-Moderate Income Communities in Cities,” on Friday, September 26 at 10 AM EDT.

The study introduces a new community-level measure of broadband affordability. The new measure considers local median monthly household income and costs of living relative to local costs for broadband.

In cities where broadband is less affordable, households are more likely to use slower or lower-quality plans, limiting their access to jobs, financial services and other key resources.

The report follows a 2024 New York Fed study on broadband access in the U.S. Northeast, Puerto Rico, and the U.S. Virgin Islands. Both papers are part of the New York Fed’s Community Development efforts, which include a focus on household financial well-being.
