New York Fed Names One Senior Vice President and Five Vice Presidents

NEW YORK – The Federal Reserve Bank of New York’s board of directors has approved the promotion of one senior vice president and five vice presidents.

Michael Silva, chief of staff, has been promoted to senior vice president in the Executive Office. He joined the Bank’s Legal Group in August 1992, and in September 1995, he was appointed counsel and an officer of the Bank. In December 1995, Mr. Silva was named assistant secretary of the Bank while maintaining his responsibilities in the Legal Group. In December 1996, Mr. Silva was promoted to assistant vice president and in December 1999, was promoted to counsel and vice president. In May 2006, he was named chief of staff.

Mr. Silva holds a B.S. degree from the United State Naval Academy and a J.D. from Columbia Law School. He is a member of both the New York and New Jersey State Bar Association.

Lucinda Brickler has been promoted to vice president in the Payments Policy Function, Executive Office. She joined the Bank in March 1995, transferring from the Federal Reserve Bank of Minneapolis as an operations support analyst in the Wholesale Product Office and was named an officer of the New York Fed in June 2000. She resigned from the Bank in October 2000, to accept a position at Merrill Lynch. She was a freelance consultant for the New York Fed from 2001 to 2003 and for Deloitte & Touche Emerging Markets Group in Mexico City from 2004 to 2005. Ms. Bricker returned to the Bank as an Assistant Vice President in July 2005.

Ms. Brickler holds a B.S. degree and a M.B.A. degree from the University of Wisconsin.

Dianne K. Dobbeck has been promoted to vice president in the Bank Supervision Group. She joined the Bank in September 1997, as a financial/economic analyst and was named an officer of the New York Fed in January 2003. Ms. Dobbeck was promoted to assistant vice president in July 2004.

Ms. Dobbeck holds a B.A. degree from Kalamazoo College and an M.P.A. degree from Princeton University, Woodrow Wilson School.

Erica L. Groshen has been promoted to vice president in the Executive Office.

Ms. Groshen has been named director of regional outreach for the Bank. She joined the Bank as a senior economist in September 1994, assigned to the Research and Statistics Group. She was named an officer of the Bank in July 1995 and in December 1996 was promoted to assistant vice president. Ms. Groshen was granted a leave of absence from the Bank to work at the Bank for International Settlements in August 1999 and she returned to the Bank in September 2000.

Prior to joining the Bank, Ms. Groshen taught at Barnard College, Columbia University and worked at the Federal Reserve Bank of Cleveland for several years.

Ms. Groshen holds a B.S. degree from the University of Wisconsin-Madison and an M.A. and Ph.D from Harvard University.

Michael A. Held has been promoted to vice president in the Executive Office, and has been named the Bank’s corporate secretary. He is also a counsel in the Legal Group. Mr. Held joined the Bank in August 1998 as an attorney in the Legal Group and was named an officer of the New York Fed on June 2001. He was promoted to assistant vice president in July 2004.

Prior to joining the Bank, Mr. Held worked at the law firms of Kaye Scholer LLP and McDermott, Will & Emery.

Mr. Held holds a B.S. degree from Cornell University and a J.D. from New York University School of Law.

Kevin Stiroh has been promoted to vice president in the Research and Statistics Group. He joined the Bank in March 1999, was named an officer of the New York Fed in December 2001 and in July 2003 was granted a leave of absence to teach at Wesleyan University. In July 2004, Mr. Stiroh returned to the Bank as an assistant vice president in the Banking Studies Function in the Research and Statistics Group.

Mr. Stiroh holds a B.A. degree from Swarthmore College and an M.A. and Ph.D. from Harvard University.
